Project Overview
The project modernized a legacy electrical system that had supported offshore test operations for more than 50 years, providing a new long-term power and communications link between a shore-based facility and a large offshore measurement platform located in deep freshwater.
The work involved the engineering, procurement, installation, testing, and commissioning of approximately 13,000 feet of combined submarine power and fiber optic cable. Execution required seamless integration of shoreline civil construction, offshore marine operations, platform modifications, and high-voltage electrical and fiber optic systems, all while maintaining continuous operations at the offshore platform.
PCCI led the project through five phased mobilizations spanning shoreline preparation, custom barge assembly and cable loadout, subsea cable installation, detailed inspections, and final commissioning. Shore-side work included installation of a new beach manhole, buried and above-ground conduit systems, switchgear foundations, and building modifications within a constrained site adjacent to residential property. Offshore work required the assembly of a modular barge system, precision cable payout across deep water exceeding 450 feet, diver-assisted landings, articulated pipe installation for cable protection, and structural and electrical integration at the offshore platform.
During execution, unanticipated technical conditions were identified that required reassessment of cable handling and termination approaches. PCCI led a rapid technical evaluation with engineers, installers, and manufacturers and implemented an adjusted installation strategy to ensure long-term system reliability. This adaptive response minimized schedule impacts while maintaining safety, quality, and performance objectives, demonstrating the team’s ability to manage emerging challenges in complex marine environments.
Final commissioning included high-voltage testing, insulation resistance verification, fiber optic continuity testing, grounding validation, and confirmation of proper cable placement along the lakebed. The system was successfully energized and placed into service in mid-2025, delivering a robust and modernized power and communications backbone capable of supporting critical offshore operations for decades to come.
This project reflects PCCI’s strength in executing technically demanding marine and waterfront infrastructure projects that require disciplined planning, cross-discipline coordination, and the ability to adapt quickly when conditions change.
