Modernizing Essential Security Barriers at a Strategic Naval Port

Naval Station Mayport, one of the Navy’s most critical strategic ports, required a comprehensive overhaul of its Passive Water Barrier

Project Overview

Essential infrastructure protecting national defense assets. PCCI was selected to deliver a complete refurbishment, managing every phase from design through final installation.

The Challenge
The existing barrier system needed modernization: 28 Port Security Barrier (PSB-T) modules required refurbishment, mooring infrastructure demanded upgrades, and damaged riser chains posed safety and security risks.

Our Solution
PCCI orchestrated a complex, multi-phase operation:

  • Refurbished 28 PSB-T modules at Portsmouth Naval Facility and coordinated logistics to NS Mayport
  • Designed and fabricated specialized hardware including latch connectors and mooring components to Navy specifications
  • Executed a seamless installation strategy: removing obsolete systems, refurbishing serviceable components, and deploying new equipment—including one advanced PSB Flight-5 module
  • Upgraded mooring infrastructure with 1.75-inch stud-link chains, three foam hawse buoys, and one tension bar buoy, while removing one legacy mooring system entirely

Beyond execution, PCCI provided comprehensive project management, engineering design, material procurement, fabrication, and logistics—plus detailed planning for safety, environmental protection, and schedule management.  PCCI delivered a fully modernized water security barrier system, on schedule and per U.S. Navy specifications.
