Overview: OASIS Small Business (SB) are multiple award, Indefinite Delivery Indefinite Quanitity (IDIQ) contracts that provide flexible and innovative solutions for complex professional services. These contracts span many areas of expertise and mission spaces; span multiple professional service disciplines; allow flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level; and allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level.
The core disciplines of the contract include program management services, management consulting services, logistics services engineering services, scientific services, and financial services.
PCCI Capabilities for OASIS: PCCI offers a full range of program management, logistics, engineering, scientific and financial services to enable government agencies to meet their most critical needs.
Specific services include:
- Program Management – PCCI support program managers achieve critical mission succes for their Agencies by helping them mitigate risks associated with demanding environments tha include budgetary challenges, changing mission requirements, and regulatory compliance issues.
- Management Consulting – PCCI provides a broad range of consulting services including staffing studies, emergency management program gap analyses, comprehensive emergency response planning and emergency response system implementation, emergency management training, and development of training videos to demonstrate the use of new equipment or procedures.
- Logistics – PCCI manages procurements, provides deployment logistics services, and operations and maintenance logistics management and support services.
- Engineering – PCCI engineers and technicians apply our practical experience to solve the most complex marine and environmental engineering problems facing business and government. Examples of our areas of specialized expertise include: Chemical Engineering, Civil Engineering, Electrical Engineering, Mechanical Engineering, Ocean Engineering, and Structural Engineering.
- Scientific Support – PCCI offers a full range of scientific consulting and training services to enable government agencies to meet their environmental needs. We assist agencies with NEPA analyses and documentation; environmental assessments; data collection; measuring regulation effectiveness; decision making support and risk analyses.
- Financial Services – PCCI can assist with economic, technical and administrative support of regulatory activities; and conducting benefit/cost analyses.

The PCCI, Inc. SeaPort Team is capable of providing world-class professional support services for DTRA, MSC, NAVAIR, NAVFAC, NAVSEA, NAVSUP, ONR, SPAWAR, SSP and USMC in all seven SeaPort-NxG Zones and for all 22 Functional Areas under our Contract No. N00178-19-D-8274.
The PCCI Team provides a complete range of marine and environmental engineering services for the analysis, development, fabrication, installation, documentation, and post-deployment support of fixed or floating, ocean and waterfront systems at locations worldwide.
