PCCI was tasked to provide Passive Water Barrier Refurbishment at Naval Station Mayport, Florida. PCCI refurbished the Port Security Barrier modules, upgraded the existing mooring buoys, and replaced damaged sections of the mooring riser chains.
PCCI provide all labor, design services, material procurement, fabrication, shipping, staging, equipment, labor, and overall project management. Project planning supporting documentation included the development of a project execution plan, safety plan, environmental protection plan, and periodic status reports.
Fabrication and Material Acquisition
PCCI fabricated and delivered to the project site hardware in accordance with the most current drawings supplied by the Navy for items including: Port Security Barrier components, latch connectors for attaching adjacent barriers and for connecting the barriers to mooring buoys, and mooring components.

Security Barrier Module Refurbishment
PCCI refurbished 28 PSB-T modules which were located at NAVFAC’s Ocean Construction Support Facility in Portsmouth, Virginia, and then shipped the refurbished units along with Government furnished buoys to NS Mayport, FL where we assembled the refurbished PSB-T modules, and one new PSB Flight-5 module procured by PCCI. We then install the new and refurbished modules at the Activity after removing the existing modules from the Activity.
We refurbished the serviceable components of the 29 modules removed from the Activity, and disassembled and disposed of the unserviceable components from the existing modules.
Mooring Chain and Buoy Replacement
PCCI replaced the riser chains on five of the moorings with “1.75-inch stud-link chain,” installed three Government furnished foam hawse style buoys, replaced one buoy with a spare tension bar buoy, and totally removed one mooring buoy and its associated mooring system.
PCCI received an average Past Performance rating of Very Good from the Government for our work on this project.
